Comunicado Conjunto

The Mercosur-European Union Ministerial Meeting was held in Santiago,
Chile, on January 26, 2013. Mercosur was
represented by Mr. Luis Almagro, Minister of External Relations of the
Oriental Republic of Uruguay and Pro Tempore President of Mercosur; Mr.
Eduardo Zuain, Vice Minister of External Relations and Worship of
Argentina; Mr. Antonio de Aguiar Patriota, Minister
of External Relations of the Federative Republic of Brazil; Mr. Elias
Jaua of the Bolivarian Republic of Venezuela. The European Union was
represented by Mr. Karel De Gucht, Commissioner for Trade of the
European Commission.

The Ministers highlighted the importance of the economic, trade and
cultural relations between both regions, taking
into account the joint population of more than 780 million people, a
combined GDP of USD 20,8 trillion and the birregional trade of around
USD 130 billion per year.
3. In this context, the Ministers focused their discussions on their mandate to negotiate an ambitious and balanced
Birregional Association Agreement.

The Ministers reviewed the progress of the nine technical meetings of
the trade pillar of the Agreement since
the negotiating process was relaunched. They recognized advances in the
negotiation while also acknowledging that further work will be
necessary in order to ensure the balance of the future Agreement.
Ministers stressed the importance of a constructive atmosphere
to ensure progress in the next stage of the negotiation.

Recalling the full commitment expressed by the Heads of State at the
Mercosur-EU Summit in 2010 to strive for
a conclusion of the negotiations without delay, the Ministers decided
that both regions should start their respective internal preparatory
work on the substance and the conditions for the exchange of offers
which shall take place no later than the last quarter
of 2013.

Mercosul – União Europeia foi realizada em Santiago do Chile, em 26 de
janeiro de 2013. O Mercosul foi representado pelo Senhor Luis Almagro,
Ministro das Relações Exteriores da República
Oriental do Uruguai e Presidente Pro Tempore do Mercosul; pelo Senhor
Eduardo Zuain, Vice-Ministro das Relações Exteriores e Culto da
Argentina; pelo Senhor Antonio de Aguiar Patriota, Ministro das Relações
Exteriores da República Federativa do Brasil; e pelo
Senhor Elias Jaua, da República Bolivariana da Venezuela. A União
Europeia foi representada pelo Senhor Karel De Gucht, Comissário para
Comércio da Comissão Europeia.
2. Os Ministros
sublinharam a importância das relações econômicas, comerciais e
culturais entre as duas regiões, levando-se em conta a população
conjunta de mais de 780 milhões de pessoas, um PIB combinado de 20,8
trilhões de dólares e o comércio birregional de cerca de 130 bilhões de
dólares por ano.
3. Nesse contexto, os
Ministros concentraram suas discussões no seu mandato de negociação de
um Acordo de Associação Birregional ambicioso e equilibrado.
4. Os Ministros avaliaram o
processo das nove reuniões técnicas do pilar comercial do Acordo desde o
relançamento do processo negociador. Constataram avanços nas
negociações, enquanto também reconheceram que trabalhos
adicionais serão necessários para assegurar o equilíbrio no futuro
Acordo. Os Ministros destacaram a importância de uma atmosfera
construtiva para assegurar o progresso na próxima etapa da negociação.
5. Recordando o pleno
compromisso manifestado por seus Chefes de Estado na Cúpula Mercosul -
União Europeia, em 2010, de engajamento por uma conclusão sem demora das
negociações, os Ministros decidiram que ambas
as regiões devem iniciar seus respectivos trabalhos preparatórios
internos sobre a substância e as condições para o intercâmbio de
ofertas, o qual deverá ocorrer, no mais tardar, até o último trimestre
de 2013.
