Resolução do Conselho de Direitos Humanos das Nações Unidas sobre a Situação na Síria Intervenção do Brasi

Senhor Presidente,
O
Brasil acredita que o Conselho de Direitos Humanos deve acompanhar de
perto a escalada
da violência e tragédia humana na Síria. Este Conselho não pode
permanecer em silêncio enquanto os civis estão sujeitos a graves
violações do direito internacional dos direitos humanos e do direito
internacional humanitário.
A ação imparcial e eficaz visando à melhoria da condição local deve ser o objetivo principal
do nosso trabalho.
Assim
como a situação geral na Síria, a violência no Al-Qusayr é uma questão
de grande
preocupação para o Brasil. Tal como declararam o Alto Comissário e
tantas outras delegações, o Brasil está consternado por relatórios que
sugerem que centenas de civis tenham sido mortos ou feridos e milhares
podem estar encurralados em consequência de bombardeios
e ataques aéreos.
Reiteramos
a nossa condenação inequívoca de toda violência e conclamamos todas as
partes
do conflito, e em particular o Governo sírio, a cessar imediatamente
todas as formas de violações dos direitos humanos e do direito
humanitário.
Reafirmamos,
ademais, nossa preocupação com os "efeitos incapacitantes" que as
sanções
unilaterais têm sobre o povo sírio, como indicado pelas conclusões da
Comissão Internacional Independente de Inquérito sobre a Síria.
Infelizmente, a situação no Al-Qusayr é ainda outra consequência direta da crescente militarização
do conflito, o que agrava ainda mais a situação, com consequências inaceitáveis para a população civil.
Destacamos,
uma vez mais, que a comunidade internacional deve seguir a recomendação
da
Comissão de Inquérito para conter a proliferação e fornecimento de
armas a todas as partes envolvidas. Nesse contexto, qualquer decisão que
possa levar a um aumento da disponibilidade de armas que exacerbem o
conflito deve ser evitado.
Neste
momento é necessário o inequívoco e firme apoio à iniciativa dos
Estados Unidos
e Rússia em convocar uma conferência internacional que amplie a
iniciativa do Grupo de Ação de Genebra apresentada no ano passado.
Devemos
todos apoiar tais esforços, que, nestas circunstâncias, oferecem a
melhor, se
não a única, possibilidade de um processo político inclusivo, dirigido
pelos sírios, visando a uma transição que atenda às aspirações legítimas
do povo sírio.
Não
há alternativa para um caminho politicamente negociado que ponha fim à
tragédia síria
e nossas ações devem ser guiadas pelo imperativo de gerar um ambiente
político construtivo que contribua para um resultado positivo da
conferência internacional planejada.
Brasil
está pronto a dar sua contribuição para uma solução negociada que
termine com o
sofrimento da população civil, promova a reconciliação, a democracia e a
justiça social, e construa a paz e a estabilidade na região.

Mr. President,
Brazil
believes that the Human Rights Council must follow closely the
escalating
violence and human tragedy in Syria. This Council cannot remain silent
while civilians are subject to grave violations of international human
rights and humanitarian law.
Unbiased and effective action aiming at the improvement of the situation
on the ground should be the primary purpose of our work.
As
with the general situation in Syria, the violence in Al-Qusayr is a
matter
of grave concern to Brazil. As stated by the High Commissioner and so
many other delegations, Brazil is appalled by reports suggesting that
hundreds of civilians have been killed or injured and thousands may be
trapped as a consequence of shelling and aerial
attacks.
We
reiterate our unequivocal condemnation of all violence and call upon
all
parties to the conflict, most particularly the Syrian Government, to
immediately put an end to all forms of violations of international human
rights and humanitarian law.
We also reaffirm our concern at the "crippling effects" that unilateral sanctions
have on the Syrian people, as indicated by the findings of the Independent International Commission of Inquiry on Syria.
Regrettably,
the situation in Al-Qusayr is yet another direct consequence
of the increasing militarization of the conflict, which further
aggravates the situation, with unacceptable consequences for the
civilian population.
We
underline, yet again, that the international community must follow the
Commission of Inquiry's recommendation to curb the proliferation and
supply of weapons to all parties involved. In this regard, any decision
that may lead to increased availability of arms to fuel the conflict is
to be avoided.
What is now required is unequivocal and strong support for the US-Russian
initiative to convene an international conference that will build upon the Geneva Action Group initiative of last year.
We
must all rally behind such efforts, which, in the circumstances, offer
the best, if not the only possibility for an inclusive Syrian-led
political process leading to a transition that meets the legitimate
aspirations of the Syrian people.
There
is no alternative to a politically-negotiated route out of the Syrian
tragedy and our actions must be guided by the imperative to generate a
constructive political environment that will contribute to a positive
outcome of the planned international conference.
Brazil
is ready to give its contribution to a negotiated solution that will
help stop the suffering of the civilian population, promote
reconciliation, democracy and social justice, and build peace and
stability in the region.
